To conduct job hazard analysis effectively, employers must look beyond the task itself and identify what could cause harm before work begins.
A job hazard analysis, often called a JHA or job safety analysis, is a practical process for breaking work into steps, identifying hazards at each step, and selecting controls that reduce risk. It gives supervisors and workers a common plan for completing work safely. What a Job Hazard Analysis Does

The process helps employers spot hazards that may be missed in a general workplace inspection. An inspection might identify a damaged extension cord. A JHA considers when that cord is used, who uses it, whether the task involves wet conditions or elevated work, and what could happen if the cord fails at a critical moment.
A JHA is especially useful for jobs with a history of injuries or near misses, new or modified work procedures, infrequent tasks, and work where a single error could result in serious harm. A task that has never caused an injury may still be a priority if the possible outcome is severe.
Avoid trying to analyze every job at once. Begin with a manageable list and focus on the work that creates the most immediate exposure. A warehouse may start with loading trailers and forklift battery charging. A property management company may begin with roof access, pool chemical handling, and ladder work.
Involve the people who perform the work
Workers often know where a task becomes difficult, rushed, awkward, or unpredictable. Include experienced employees, the supervisor, and, when appropriate, maintenance staff or a safety representative. Observe the job during normal conditions rather than relying only on written procedures.
Ask workers what can go wrong, what shortcuts they have seen, what equipment does not work as intended, and what changes from one shift or location to another. This approach builds trust and produces a more accurate analysis. It also makes it more likely that employees will use the controls developed from the JHA.
Break the task into clear steps
Record the job in the order it is performed. Use enough detail to make each step understandable, but do not divide the work into so many small actions that the analysis becomes difficult to use. For example, a forklift task may include inspecting the vehicle, entering the travel route, picking up a load, traveling with the load, placing the load, and parking or charging the equipment.
A useful test is whether a new employee could read the steps and understand the basic flow of work. If a step contains several separate actions with different hazards, break it apart. If the list reads like a minute-by-minute script, combine actions that have the same exposure and control measures.
Identify hazards at every step
For each step, consider what could injure the worker or another person nearby. Look for hazards involving motion, energy, equipment, materials, environmental conditions, and human factors. Ask what could strike, crush, cut, burn, shock, poison, trip, strain, or expose someone to excessive heat, noise, dust, or stress.
A strong review considers more than the obvious physical hazard. During material handling, for example, the risk may include a heavy load, poor visibility, uneven flooring, pedestrian traffic, rushed production targets, and an operator who has not been trained on a changed attachment. During outdoor work, heat index, hydration access, lightning, insects, and vehicle movement may all affect the task.
Do not assume personal protective equipment is the only answer. Gloves, hard hats, eye protection, and high-visibility clothing can be essential, but they should support safer work methods and conditions rather than replace them.
Choose controls using the hierarchy of controls
After identifying a hazard, determine the most effective way to reduce it. The best controls remove the hazard or reduce exposure at the source. PPE is valuable, but it relies heavily on correct selection, fit, care, and consistent use.
Consider controls in this order:
- Eliminate the hazard by removing the dangerous task, material, or condition.
- Substitute a safer process, product, tool, or material where feasible.
- Use engineering controls such as machine guards, ventilation, barriers, lift-assist equipment, or improved lighting.
- Apply administrative controls, including procedures, scheduling, restricted access, training, inspections, and rest breaks.
- Provide appropriate PPE based on the remaining exposure.
The right control depends on the job. A worker lifting heavy boxes may benefit from reducing package weight, using a cart or pallet jack, changing storage height, and receiving lifting guidance. Requiring a back belt alone would not address the source of the problem.
Assign responsibility and verify the control
Every control needs an owner and a completion date. If a JHA calls for a guardrail, who will arrange installation? If it calls for forklift refresher training, who will schedule it and verify attendance? If it requires a new traffic pattern, who will mark the route and communicate it to contractors and visitors?
Before closing the analysis, confirm that the control is available, understood, and workable. A written procedure that slows work so much that employees cannot realistically follow it may create a new problem. Make the JHA Part of Daily Operations
A completed form stored in a binder does not prevent injuries. Use the JHA during onboarding, task-specific training, shift meetings, and pre-job planning. Keep it accessible at the work area when practical, particularly for non-routine work or jobs performed at changing locations.
Review a JHA whenever equipment, materials, staffing, work locations, or procedures change. Update it after an incident, near miss, employee report, or weather-related disruption. A yearly review may be appropriate for stable tasks, but a change in conditions should trigger a review sooner.
For employers with multilingual teams, provide the analysis and related instruction in a language and format workers can understand. Demonstrations, photographs, equipment labels, and hands-on practice often make controls clearer than text alone. Training should verify understanding, not just document attendance.
Common Mistakes That Weaken a JHA
The most common mistake is treating the analysis as paperwork rather than a conversation about how work is actually done. Another is using vague language such as “be careful” or “use caution.” These statements do not identify a hazard, explain a safe method, or give a supervisor a way to verify compliance.
Employers also lose value when they copy the same controls into every JHA. “Wear PPE” may be appropriate, but it does not explain which PPE is needed, what exposure remains, or whether a better control is available. Finally, failing to include workers can leave out the real-world conditions that create risk, including production pressure, equipment limitations, and access problems.
